IJŽS was founded by Paul A. Taylor in December of 2006.

IJŽS version 1.0 was designed by David J. Gunkel and implemented by Steve Sobol of the Institute of Communication Studies at the University of Leeds, UK. Hosting for IJŽS 1.0 was provided by ICS.

The current version (IJŽS 2.0) was designed and implemented by David J. Gunkel. Hosting for IJŽS 2.0 has been provided by Paul Taylor.
